Ben Peters describes how the City of Cape Town has integrated IPMA frameworks such as the Project Excellence Baseline (PEB), Individual Competence Baseline (ICB4) and Organisational Competence Baseline (OCB) into its project, programme and portfolio management (P3M). Ben Peters is the Director of Corporate Project, Programme and Portfolio Management (C3PM) for the City of Cape Town. As a certified project manager (PMP, Pr.CPM) and registered engineer (Pr.Eng), he is responsible for the planning, implementation and governance of major infrastructure projects and the largest capital project portfolio for metropliotan muncipalities in South Africa. In addition to an MBA from Heriot-Watt University, he is currently completing a PhD at Stellenbosch University on the topic of dynamic capability modelling in project portfolio management.
